The fee shall be the commercial motor vehicle registration fee for the preceding calendar year.  The registration fee does not apply to: § 825.4(d) Commercial Motor Vehicles. [T]he fee established by the Secretary shall not apply to the operation of a motor vehicle by an operator who is licensed to operate a commercial motor vehicle under part 40 of title 49, C.R.S.
